    In recent years, our province has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the spirit of General Secretary Xi Jinping's important speech during his inspection in Henan and his important expositions on the work in Henan, unswervingly promoted high-quality development, and made greater contributions to the overall situation with the development and stability of one region.

    The provincial government work report clearly states that this year marks the beginning of the "14th Five-Year Plan" period. We must focus on the "1+2+4+N" goal and task system, fully and accurately implement the new development concept, integrate into and serve the accelerated construction of a new development paradigm, and strive to promote high-quality development.

    Promoting high-quality development is a systematic project. Centered around this strategic deployment, our province is coordinating and advancing various key tasks. We are making sustained efforts in key areas such as building a modern industrial system, solidly promoting rural revitalization, comprehensively advancing deep-seated reforms and high-level opening up, and vigorously promoting economic and social green transformation. We strive to accelerate and create new situations on the track of high-quality development, laying a solid foundation for writing a new chapter in the promotion of the Chinese path to modernization on the Central Plains.

Industry comes first, laying a solid foundation for high-quality development

A modern industrial system serves as a crucial support and core guarantee for promoting high-quality development. Our province is making efforts to strengthen the construction of a robust manufacturing system, modern service industry system, digital and intelligent empowerment system, and technological support system, solidly advancing the development of a modern industrial system.

    "The semiconductor industry is currently one of the industries with the fastest growth and best development prospects in China," said Ma Shuyun, a provincial people's congress representative. Henan boasts a solid industrial foundation in the semiconductor industry chain. The province possesses high-end alumina materials for monocrystalline silicon wafer grinding and polishing, high-end alumina materials for semiconductor chip substrates, and high-end alumina materials for semiconductor packaging. Additionally, Henan's diamond industry accounts for 80% of China's production, providing sufficient support for building the semiconductor industry chain and economy in Henan. Ma Shuyun stated that the integrated development of state-owned enterprises (SOEs) and private enterprises is an important path for optimizing the economic structure and stimulating market vitality. Promoting the integrated development of the two can better drive the high-quality development of local advantageous industries and the local economy. She believes that Henan should leverage its industrial foundation advantages, seize new opportunities in the development of the semiconductor industry, accelerate the integration of the industry chain, and promote the integration of SOEs and private enterprises. At the same time, policy and institutional support should be provided, such as simplifying approval processes, improving property rights protection systems, establishing fault tolerance and incentive mechanisms, improving benefit sharing mechanisms, and strengthening the construction of service platforms, so that SOEs and private enterprises can fully leverage their respective advantages to jointly promote the rapid emergence of the semiconductor industry in Henan Province, form a vast industry chain and industry giants, and drive the high-quality development of the semiconductor industry in Henan.

     Superhard materials, represented by diamond, are known as the "teeth of industry" and have broad application prospects in various fields such as economy, military, civilian use, and healthcare. There is a saying in the material industry: "For superhard materials, look to China; for Chinese superhard materials, look to Henan." Zhao Guo'an, a provincial people's congress representative, stated that based on the industrial foundation and development opportunities, Henan is focusing on high-end, modern, and green development as the core approach, driving the superhard materials industry towards the high end of the industrial and value chains, injecting strong momentum into the high-quality development of the provincial economy. This is also a key practice for Henan to accelerate the green transformation of economic and social development. He believes that currently, our province has completed the layout of strengthening, extending, and supplementing the entire upstream and downstream chain of two core technologies: high-temperature high-pressure and chemical vapor deposition. From the production of rough diamond blanks to cutting and polishing processes, from the manufacturing of superhard material tools to brand commerce and trade services, the industrial development foundation continues to be solidified, laying a solid foundation for the high-end, modern, and green development of the superhard materials industry and ushering in unprecedented historical opportunities. He suggested that in terms of high-end development, we should continue to increase investment in scientific research on superhard material equipment technology, tackle high-end fields such as semiconductor applications, strengthen the promotion of the green attributes of rough diamond technology, and create a closed-loop high-value-added industrial chain from blanks to high-end jewelry; in terms of modernization, we should plan and construct modern demonstration factories and processing bases, promote equipment intelligence and production automation, and rely on universities and colleges in the province to cultivate professional talents in cutting, polishing, design, appraisal, etc., continuously promoting the construction of Zhengzhou as the "Diamond Capital"; under the green development concept, we should simultaneously promote industrial development and ecological protection, achieving resource utilization and environmentally friendly development.

    Strengthening the construction of the science and technology support system, the Central Plains Science and Technology City shoulders an important mission. Chen Yaozong, a representative of the Provincial People's Congress, said that since last year, with the strong support of the Provincial Party Committee and the Provincial Government, the Provincial Academy of Sciences and the Central Plains Science and Technology City have integrated their development, accelerated the construction of innovation carriers, achieved outstanding talent aggregation effects, continuously optimized the innovation ecosystem, and enhanced industrial momentum. The foundation of the province as a source and main battlefield for scientific and technological innovation has become more solid, and its role has become increasingly prominent. He stated that they will continue to enhance the ability to "source" innovation, investing in innovation platforms, innovation entities, and innovative talents. They have attracted and cultivated a total of 50 talents and over 950 talents, gathering more than 6,000 high-level talents of various kinds. They will continue to enhance the ability to "integrate" innovation, focusing on leading industries such as the digital economy and life sciences, and deploying industries such as artificial intelligence, computing power, quantum industry, biomedicine, software information, etc., to build a demonstration base for industry-education integration. They will continue to enhance the ability to "collaborate" in innovation, creating the province's first seed fund - the Central Plains Science and Technology City Seed Fund, leveraging financial and social capital to support the development of innovative industries and empowering the high-quality economic and social development of the province.

Improve quality and upgrade, activate the endogenous driving force for high-quality development

Bai Yueyu, a provincial people's congress representative, said that the government work report proposed to enhance the level of modern agriculture, coordinate the development of scientific and technological agriculture, green agriculture, quality agriculture, and brand agriculture, expand the agricultural product processing industry, and cultivate leading enterprises in agricultural industrialization. He said that the total grain output of our province has been stable at over 650 million kilograms for nine consecutive years, and rural revitalization has been effectively promoted, laying a solid foundation for the high-quality development of agriculture in our province.

     To further stimulate the endogenous driving force for agricultural development, Bai Yueyu suggested that we should continue to strengthen the dominant position of enterprises in agricultural technological innovation, increase support focusing on the development needs of technology-based agricultural enterprises, and prioritize cultivating "specialized, refined, unique, and innovative" and "little giant" enterprises in the agricultural sector. By leveraging enterprise innovation, we can drive the transformation and application of agricultural technological achievements, thereby empowering modern agriculture to enhance its quality and upgrade.

Accelerate transformation, ensure high-quality development, and strive for sustained progress

Promoting the green and low-carbon transformation of the economy and society is the core requirement and inevitable path for high-quality development. As a practitioner in the new energy industry, Hou Tao, a provincial people's congress representative, pays close attention to the government work report's emphasis on accelerating the comprehensive green transformation of the economy and society. He believes that ensuring the sustained and healthy development of the economy and society cannot be separated from energy as a solid support, while promoting a continuous decline in carbon emissions forces a profound adjustment in the energy structure.

     Hou Tao said that various regions are currently exploring effective paths for energy transformation. Geothermal energy, with its advantages of abundant reserves, stability, reliability, cleanliness, and low carbon footprint, plays a significant role in China's energy structure transformation and the implementation of its "dual carbon" goals. As the technology for geothermal energy utilization continues to improve, its application scenarios have expanded from traditional residential buildings to diversified directions such as public buildings and industrial parks. He believes that Henan has the foundation and advantages to develop the geothermal industry. It is necessary to fully leverage the role of geothermal energy in the province's green transformation process and expand its diversified application scenarios. At the same time, he hopes that the geothermal industry will be included in the provincial key industrial development plan. Relying on the technological advantages and market scale that have been established in our province, we should support the construction of a full industrial chain covering "resource exploration - planning and design - equipment manufacturing - engineering construction - smart operation", create a geothermal industry cluster worth hundreds of billions of yuan, promote the high-quality development of Henan's geothermal industry, and facilitate the comprehensive green transformation of the province's economy and society.

Expanding openness and enhancing the vitality and momentum for high-quality development

 Zhang Yufeng, a provincial people's congress representative, believes that under the current circumstances, facing the insufficient domestic market demand, enterprises aiming to form new growth points and achieve high-quality development should, on one hand, strengthen technological innovation, and on the other hand, actively venture overseas, expand overseas markets, and seek overseas development opportunities. Zhang Yufeng said that in 2025, the total import and export volume of foreign trade in Henan Province exceeded 900 billion yuan for the first time, with the province's foreign trade showing a stable and positive trend towards innovation and excellence. Private enterprises are the "main force" in foreign trade, but there are still issues with Henan enterprises in the process of "going global", such as slow progress, limited quantity, and low quality. How to promote high-quality overseas expansion of Henan enterprises? Zhang Yufeng said that "going global" is an important means to transform development momentum and promote the high-quality development of private enterprises. As a major manufacturing province, Henan has a solid foundation for "going global". Government departments should attach importance to the overseas development of enterprises, vigorously support and guide enterprises to "go global", introduce a series of policies and measures, strengthen the construction of the enterprise overseas service system, pave the way for enterprises to venture overseas, and vigorously promote the "going global" of Henan manufacturing and Henan brands.
